El título está tomado de la cita del alcalde de Chicago Richard J. Daley después de las manifestaciones y la respuesta violenta de la policía en la convención del partido demócrata de los EEUU de 1968:

"The policeman isn’t there to create disorder;
the policeman is there to preserve disorder."

El tema muestra también un discurso del vicepresidente Spiro Agnew en el que atacaba a los estudiantes por protestar contra la guerra de Vietnam. Agnew renunció en 1973 al verse implicado en varios casos de corrupción. Son cosas que pasaron hace mucho tiempo, pero qu ese repiten una y otra vez con otros nombres.
